In the console tree of ISA Server Management, click
General.
In the details pane, click Specify DiffServ
Preferences.
On the General tab, click Enable network traffic
prioritization according to DiffServ (Quality of Service)
BITS.

To open ISA Server Management, click Start, point to
All Programs, point to Microsoft ISA Server, and then
click ISA Server Management.
For ISA Server 2006 Enterprise Edition, expand
Microsoft Internet Security and Acceleration
Server 2006, expand Arrays, expand
Array_Name, expand Configuration, and then
click General.
For ISA Server 2006 Standard Edition, expand Microsoft
Internet Security and Acceleration Server 2006, expand
Server_Name, expand Configuration, and then
click General.
Important
To enable DiffServ, you must first configure supported
priorities (URLs or domains to which the priorities apply), and
configure networks to which DiffServ will be applied.
ISA Server will prioritize traffic for the Uniform Resource
Locators (URLs) and domains specified on the URLs tab and
Domains tab.
Packet prioritization using DiffServ works in networks whose
routers support Quality of Service (QoS) functionality.
