A 32-bit integer value that specifies the Phase 2 rekeying time, in seconds.
This property is read/write. Its default value is 3,600 seconds (1 hour), and its range of permissible values is from 300 seconds (5 minutes) through 172,800 (48 hours).
Time-base phase 2 rekeying occurs only if the Phase2UseTimeRekeying property is set to True (VARIANT_TRUE in C++) (the default value).
